HOW-TO
The idea is to cover your target's floor (and any other flat surface) with as many cups of water as possible.
You'll want to start in a corner and work your way towards the door to avoid painting yourself into a corner. Several people can make this quick as you can create a fireman line of people setting down cups while others pour.
Start with more than enough cups and leave as little space as possible. The point is to make it impossible to cross the room without pouring them out one-by-one. The more tightly packed, the more likely your target is to spill one here or there. This adds to frustration, depending on how malicious you are.
This can work well for both the person asleep in their room and the person away. For someone waking up, you've really created an impossible situation to deal with gracefully as they won't have anywhere to go or even dump water out (unless they drink it).
